Hello District 3!
As we wrap up the 2025 General Legislative Session, I want to take a moment to reflect on what we’ve accomplished and share what’s next. These past 45 days have been filled with hard work, debate, and collaboration, and I’m incredibly proud of the progress we’ve made together.
This week, we also took a long-overdue step to protect our firefighters by providing cancer screenings. With cancer being the leading cause of death among firefighters, I’m proud that Utah is taking a nation-leading approach to save lives—both here and across the country. I was proud to co-sponsor HB65 to stand with our firefighters.

Week 7 Legislative Update
|
|
First, I want to thank everyone who has reached out to share your voice. Your input has been heard, and for those who have not yet received a personal response, you can expect one in the coming weeks.
This session, I worked to advance policies that strengthen our communities, improve government transparency, and support working families. As we cast our final votes, I’m ensuring that District 3’s priorities are represented in the decisions being made. One of our major victories this past week was a historic investment in education:
- $1,400 direct salary increase for educators
- $1,000 bonus for education support staff
- 4% funding increase to the Weighted Pupil Unit
- Tens of millions of dollars for educator professional time, career and technical education programs, teacher supplies, student teacher stipends, and more
These investments build on years of progress, solidifying Utah’s place as a top-ranked state for teachers and students.

While the session may be over, the work doesn’t stop here. In the coming weeks, I’ll host town halls and community meetings to discuss our accomplishments and hear your thoughts on what’s next. Additionally, during the interim season, I’ll work with my fellow lawmakers to start developing legislation for next year.

Final Outcome - 2025 Proposed Legislation
|
|
HB361 Opioid Overdose Training Amendments
- This bill provides training and education to recognize an opioid-related drug overdose and administer naloxone (Narcan).
- WAITING FOR FINAL DECISION.
HB373 Service Marketplace Platforms Amendments
- This bill allows daycare providers to hire independent contractors and establishes that daycare providers can use a service marketplace platform to do so.
- This bill has been signed by the House Speaker and Senate President, and is on its way to the Governor's desk.
H.B. 389 Child Care Business Tax Credit
- This bill states that businesses that either pay for childcare services for their employees or build or expand childcare facilities can qualify for a tax credit. Additionally, if a company pays for childcare services at a qualified facility, it can claim a tax credit worth 20% of the costs. If a company builds, renovates, or expands a childcare facility, it can claim a tax credit worth 50% of the costs.
- We will be revisiting this bill during the interim season.
H.B. 524 Electronic Cigarette and Inhaler Amendments
- This bill regulates supplement inhalation products, such as vitamin vapes, that have been fraudulently marketed for unproven health benefits. This bill prohibits products that do not have FDA approval from being sold in the State of Utah.
